Compression Level

v.4.0 Compression Level is set to default - medium, however when is backing up is in progress it says compression level - none.

That NONE mention does not reflect what is actually happening... check the size of your image and you'll see it compressed.  I'm not sure what that NONE means...

Has "medium" become the default compression level? Upgraded from v3.8, compression level shows "low" in grayed out.

"Medium" is the default compression level now. The full image with medium CL was approx. 1 GB smaller compared to the full image with low CL here. The full backup with medium CL took approx. two mins. less compared to the full backup with low CL here. System Backup: C Partition: 37/97 GB

What is actually a bug? If you meant the "medium" compression level as the default, then this new version is also set to "medium".

Yes, the compression level shown here is the compression level of the backup image, that is, the compression level set when the backup task was created.
