Rereading what I wrote, it's not clear....
We've tested, WinUSB and we also tried to find a solution with Clone disk
This is the error message that is indicated with Clone Disk and Backup Free :
"This program does not support cloning to USB Flash Drive, please try our other product WinToUSB to clone Windows to USB Flash Drive"
This is a generic error message since the test was not with a USB key but... with an SSD Sata with cable (USB)
So :
- USB Key it's OK
- SSD via USB don't work
With WinUSB :
- USB Key it's OK

Limitation
Cloning to a USB device is only possible if the disk to be cloned does not support a running Windows system.
Procedure
After creation and booting on the USB key rescue media, you can clone the internal disk supporting the Windows installation
via USB on another external medium because the Windows to be cloned is OFF.
Conclusion
Given the free software (and its other functions) I accept this passage via the rescue media for system cloning
