cannot find window PE

Hi
I get the following Mesage by running winToUSB:
"Cannot find Windows PE on your Computer. (0x000600CA01C30000)"
WİNPE is on the installation directory, I moved it in the bin directory but it did not help either !
I use version 2.2 build Jul 4 2015
OS win 8.1 pro
How can I get it go ?
