Windows 7 does not have built-in USB 3.0 support, so Windows 7 to go drive must be to boot from a USB 2.0 port, please insert your usb drive to a USB 2.0 port and try again.
BTW, we recommend using Windows 10/8.1/8 to create portable Windows, because Windows 10/8.1/8 To Go have better compatibility.

How can I change the size of the partition ?
I have 16GB and I need the windows to be on 10GB only, is that possible?

Why did you do that? After you create the Windows To Go drive, maybe you can use a third-party partitioning tool to resize the partition.

Sorry, WinToUSB doesn't support it. Please try third-party partitioning tool (acronis disk director suite, minitool partition wizard, et c) to resize the partition after creating the W2G drive.

I tried WinToUSB to clone my windows system to a 32gb usb.
It worked the first time. foolishly I tried it again, and it wiped the usb then failed

No, I could use diskpart to reformat the USB, but it sure was not bootable any more.
